FG bows to pressure, approves new payment system for universities 

The Academic Staff Union of Universities,ASUU says it has reached an agreement with the Federal Government on new payment system for universities.

ASUU National President, Professor Biodun Ogunyemi made this known to newsmen on Tuesday in Abuja.

Ogunyemi said the federal government has accepted the University Transparency and Accountability Solution,UTAS,an alternative software being recommended by the union for the financial administration of the University’s Federal Government staff monthly payroll and accounting processes.

According to him, the federal government had also pledged that when fully developed,UTAS will be subjected to integrity tests in order to verify its efficacy .

Ogunyemi disclosed that the Union had given a time frame of 18 months to the government to develop,test and deploy UTAS in keeping with the promise adding that UTAS is now ready for the integrity tests required by government.

ASUU had declared strike on March 17,2020 following failure of government to meet demands which included removal of the Integrated Payroll and Personal Information System, IPPIS payment scheme for Universities.

This a cheering news to all University Lecturers especially those who were maltreated by IPPIS. My concern is that 18 months to test UTAS, is a long time.

But before then, I advice that Universities shd return to GIFMIS for their salaries until UTAS is ready for implementation. IPPIS is a mess.

What are we gaining or losing if the UTAs start running without trial. What is the difference between UTAs running for 18mnths and changing thereafter with changes in govt. My suggestion:Let the govt Gazette the approval and acceptance of UTAS and pass a bill in the Nat Assembly to protect it from violation. Let ASUU be properly guided on the protection, implementation and continuity of UTAs not just its design.

If those workers are willing, they can be paid with it. Some of them petitioned FG not to include them in any such software when developed. They must negotiate with ASUU if they must be included. Dr Friday Okon.

This is a remarkable achievement, however, the government is good at playing cat and dog game. Believe until FG complies. If all unions can have a common objective, Nigeria might be among the top ten economies in the world, halas, it takes a woman to make a home but it takes a thousand men to make an army. Nigerian intellectuals allowed corruption to swallow them despite the vast reserve of think-tanks the country is bestowed with.

Both FG and ASUU are winners in this case. FG is pushing for transparency and accountability, which is lacking in the current payment system, while ASUU is fighting for recognition of the uniqueness of the university system, which IPPIS failed to capture. This UTAS being recommended is a compromise.

Yes, politicians in government and the thieving University managers are the winners. The loosers again are the Nigerian people whose commonwealth will be used to continue funding the glaring corruption in the multiple payment platforms of the few privileged.
By submitting itself to ASUU’s blackmail, FG can as well kiss IPPIS goodbye. Other trade unions will soon come up with their own payment systems.

I think ure ignorant of some salient & sacred facts about IPPIS & UTAS system of payment of salaries. IPPIS was developed mainly for civil servants & the civil servants that is meant for has not complained that IPPIS is useless to them. However, there are some peculiarities in the University system that IPPIS can never sort out because the software never envisage this. Learn to seek for information

Welcome development. Won’t be surprising if the other Unions begin to develop another payment platform for their members, seeing ASUU as rival as always, even though largely misplaced rivalry since ASUU and the other Unions are just not on the same pedestal but are actually light years apart! There can never be two captains in one ship! But will they ever be sincere enough to realize and admit this?

I think its time Nigeria and government recognise our ivory towers as solution centers and the think-tank for the nation. Let them proffer solutions to national problems and issues instead of subjecting them to civil service solutions. This is the way it works elsewhere not the other way.

When some of them perceive ASUU as domineering and greedy? They have been working against the interest of ASUU? SSANU reached agreement with the Federal government to enroll with IPPIS without considering the fact that such move will undermine ASUU position
on IPPIS.

When we enjoy the act and art of pointing fingers rather than as a family in the universal knowledge circle called university, it does us no profits than continuing to dilapidate the bounds from which we all draws our earnings and subsistence.
Recall,in the eighties, when universities draw fight with the governments,it was fight for every staff interest until some selfish people started the divide and rule- disparity syndrome, just as some will still live with it now even when ways are opening up for reunify,a such a good family should usurp such chances and opportunity of this ippis,UTAS,and Universities pencom to unify ourselves again than scratching to open old wounds.
If govt operators were fair in the areas of deductions as many schools had agreements with their host States on areas like PAYE,etc,would it prompt all the Non-Teaching Unions who form the Engine Room of every University, to call for Strike immediately on Resumption? So let’s think University as one pot which we all draw from and take also one fight as,than casting spells and beginning to think selfish against ourselves for use of govt.( s).
