The building, which was under construction reportedly for hospitality business, collapsed shortly before mid-day on Wednesday.
At the site of the incident were Emergency service agencies including, Rivers State Emergency Services and Ambulance system, Rivers State Fire Service, the Nigerian Police as well as agencies including the Federal Road Safety Corps, the Red Cross, and a professional organisation —the Nigerian Society of Engineers,Rivers State Branch.
An interview with a member of the Society of Engineers,Engr,Tonye Banigo at the scene of the incident revealed that the foundation of the building was originally for a three – story building while the materials used were substandard.
According to Banigo,a touch of the rubble indicates that the concrete had too much sand than cement
